    At the end of March, Yang Guang ordered Shangshu Youcheng Huangfu to propose the dispatch of more than one million servants from the counties in Henan and Huaibei to open the Jicanal.  The Gu and Luoer Rivers were diverted from Luoyang Xiyuan to the Yellow River; the Yellow River water was diverted from Banzhu to the Bianshui River, and the old channel of the Xundang Canal was dredged to allow the water to flow into the Huaihe River and reach Shanyang (today's Huai'an, Jiangsu Province).  He also sent more than 100,000 people from Huainan to open the Hangou, which was opened by Fu Chai, King of Wu, from Shanyang, and led the Huai River southward to the Yangtze (now south of Hanjiang, Jiangsu) and into the Yangtze River.  The excavation of the Tongji Canal directly connected the four major water systems of the Yellow River, Ningshui, Huaihe River and Yangtze River, becoming the main part of the canal.  The canal is forty steps wide, allowing dragon boats to pass through it. A royal road is built along the canal, and willow trees are planted. From Dongdu to Jiangdu, the willow shades intersect for more than two thousand miles.  Every two post stations had a palace to serve as a place to stop along the way. From Kyoto to Jiangdu, there were more than forty palaces.

    No matter how you evaluate this project, it can be said to be beneficial to the country and the people.  But the premise is that the interests of the people are not harmed, but Yang Guang seems to be crazy for this project. For such a large-scale Tongji Canal opening project, Yang Guang also demanded that it be completed that year.

    You must know that more than 1,200 years later, the Suez Canal was only 190 kilometers long, but Britain and France took a full 11 years to dig it.

      In April, Yang Guang ordered Yu Wenkai and Feng Deyi, a member of Neishishe, to build Xianren Palace.  The Xianren Palace is connected to the Fujian River in the south and across the Luoshui River in the north. It collects exotic materials and stones from the south of the river and the north of the Five Ridges and transports them to Luoyang. It also searches for fine trees and plants, rare birds and animals from the sea to enrich the royal garden.

    In May, Yang Guang ordered Yu Wenkai to build a large garden, Xiyuan, in the western suburbs of Dongdu.  There are two hundred miles around Xiyuan. There is an artificial lake dug in the garden, which is called Jicui Pond. It is more than ten miles around. There are three mountains in the pool: Penglai, Fangzhang, and Yingzhou. Each of the three mountains is three hundred steps apart and more than ten feet above the water.  The terraces, palaces and pavilions are dotted on the mountain, making it look like a fairyland from any aspect.

    There is a Longlin Channel on the north bank of Jicui Pond, which flows into the pond in a twists and turns.  Along the Longlin Canal, the sixteen courtyards of Changchun, Yongle, Yanguang, Mingxiu, Hexiang, Chenghua, Ninghui, Lijing, Feiying, Liufang, Yaoyi, Jieqi, Baifu, Wanshan and Qingshu were built.  The gate of the courtyard is adjacent to the canal, and each courtyard is managed by a fourth-grade lady. The palaces and buildings in the courtyard are extremely gorgeous.  In each courtyard, flowers and trees are always new all year round. In autumn and winter, after the grass and trees have withered, brocades are cut into flowers and leaves.  In order to prevent the brocade from fading, new flowers should be replaced at any time to maintain scenery for viewing in spring, summer, autumn and winter.  In the pool, ribbons are also cut out of silk to make lotus, rhizome, water chestnut, and gravy.  The Sixteenth Courtyard also compared the rare and exquisite in order to win Yang Guang's favor.

    Yang Guang likes to travel at night. He often takes thousands of palace maids to Xiyuan on moonlit nights, and has the palace maids perform on horseback.

    Yang Guang also sent Huangmen Shilang Wang Hong and others to the south of the Yangtze River to build tens of thousands of dragon boats and various ships.  Officials from various places supervised the projects in a harsh and urgent manner, and four or five out of ten strong men who served died.  Relevant departments used cars to carry dead soldiers, from Chenggao in the east to Heyang in the north. There was a continuous flow of cars carrying corpses.

    Yang Guang also built the Tianjing Palace in Luoyang City to offer sacrifices to Emperor Wen every year.
