    A year later, the war ended. Sugiyama Yuan was promoted to Army Captain due to his meritorious service and was admitted to the 22nd Army University.

    After that, Sugiyama Gen's career as a soldier went smoothly. In 1925, at the age of 45, Sugiyama Gen was promoted to major general, which was exactly when he entered the ranks of senior officers of the Japanese army. Five years later, he was promoted to lieutenant general and appointed as Army Undersecretary.

    In July 1931, he presided over the formulation of the "Outline of Strategies for Solving the Manchuria and Mongolia Issues", which clearly defined the principles, steps and measures for Japan's invasion of Northeast China.  In the early morning of September 18, after the news of the September 18th Incident reached Tokyo, Sugiyama Gen made an emergency meeting with the Director of Military Affairs of the Army Province, Komon Kuniaki, and the Deputy Chief of Staff Headquarters, Ninomiya Shigeharu.
