    In 1939, after Zhu Huaibing and other stubborn troops entered Ci County, they were not allowed to mention "cooperation between the Kuomintang and the Communist Party" and "opposition to compromise and surrender" in the places where they were entrenched, and they arrogantly shouted "Down with the Eighth Route Army and recover the Taihang Mountains."  They colluded with the local feudal forces, oppressed the people, robbed people of their property, forcibly distributed funds, cut down trees, tied up farmers, and did everything they could, causing trouble in the western mountainous area of ????Cixian County.

    On January 31, 1940, Commander Liu of the 129th Division of the Eighth Route Army met with Zhu Huaibing in person, negotiated with him, and asked him to give up this reactionary military action.  However, instead of restraining himself, Zhu Huaibing believed that the Eighth Route Army was easy to bully, and directly used force to expel the Ci County Government set up by the Eighth Route Army in Jiabi Village.

    On February 28, 1940, for the sake of the overall anti-Japanese situation, the Ci County Anti-Japanese Government finally decided to withdraw from Jiabi Village and retreat.  However, at 10 o'clock that night, Zhu Huaibing's troops attacked Jiabi Village and massacred the anti-Japanese soldiers and civilians, causing a large number of civilian and Eighth Route Army casualties. More than 150 soldiers and civilians were directly killed, more than 120 guns were lost, and more than 27,000 yuan in military supplies were lost.
