    In order to organize a puppet regime in the occupied areas after invading the Soviet Union, the Kwantung Army set up Section 5 within its headquarters.  This section is responsible for planning local administrative, economic, transportation, propaganda, public security and other affairs in the occupied areas within the Soviet Union.

    In addition to Japanese soldiers, about 20 researchers from the Institute of East Asia in Japan were mobilized to participate in this work. In addition, they also used the 2nd Section of the Kwantung Army Headquarters as early as the end of 1936.  "White Russian" troops.

    These members of the Belarusian troops all fled Russia after the October Revolution and went to various parts of Northeast China because they were targets of the revolution.

    The purpose of the Kwantung Army in organizing this force was to have them sneak back into the country to conduct reconnaissance and sabotage, and to cooperate with the Japanese army to organize the puppet regime when they invaded the Soviet Union.

    During the domestic revolution, some of these Belarusians fled from the west to Poland, Romania and Turkey, and some fled to Northeast China and Japan. Most of them were members of the upper class of Russian society at that time.

    In the winter of 1920, some of these Belarusian people scattered around the world formed the "Russian Fascist Party", with its headquarters in Hartford, Connecticut, northeast of New York, USA. There were about 10,000 party members.  The purpose is to unite Germany, Japan and other countries to overthrow the Soviet revolutionary regime. It is a small but extremely reactionary political force in Belarus.

    Due to geographical proximity, there are a large number of Belarusians in Northeast China. According to incomplete statistics, there are 102,097 Belarusians in total, and there are 85,901 Russian overseas Chinese.

    But this number only accounted for the third place among foreigners in Northeast China. At that time, the first place was North Korean expatriates, with 487,959 people; the second place was Japanese expatriates, with 224,049 people.

    In January 1934, the leader of the Russian Fascist Party, Vinsasky, arrived in Japan from the United States.  He met with General Sadao Araki, the then Imperial Minister of War, and later arrived in Northeast China, where he met with General Smirnov, the former Russian general who fled to China, and Rosaevsky, the actual leader of Belarus in Harbin at the time.  About 150,000 Belarusian anti-Soviet troops were established around the world to cooperate with the German and Japanese troops to invade the Soviet Union, and they were mainly organized into a puppet regime.

    Against this background, some Belarusian personnel in Harbin organized the Belarusian troops in the winter of 1936 under the leadership of Colonel Kawabe Toshiro, the head of the 2nd Section (Intelligence) of the Kwantung Army Headquarters.  In addition to military training, anti-communist theoretical research was also conducted, and various subversive activities methods and essentials for managing local government affairs were taught.

    During the special exercise of the Kwantung Army, part of this White Russian force was dispatched to the Oupu area of ??Huma County on the edge of the Heilongjiang River under the instructions of Umezu Yoshijiro. Its mission was to sneak to the east of the Heilongjiang River and destroy the gas refueling from Usumeng to Magda.  This section of the Siberian Railway cuts off the transportation artery behind the Soviet army in the Far East.

    Another Belarusian unit was sent to Station 28 east of Mohe, led by Major Takesuke Murata of the Kwantung Army Special Forces, whose mission wasThey smuggled people from there to the north of Heilongjiang and destroyed the railway from the west of Skovorodino to Urusha, because this railway is also close to the national border.

    These things were seen by the Soviets, so even if the two sides signed the Soviet-Japanese Neutrality Treaty in April 1941, the Soviet Union did not dare to relax.

    They know very well that Japan is a country that does not keep its word. You must know that on February 8, 1904, the Japanese army launched an undeclared war and suddenly attacked the Russian army at Lushunkou. The Russo-Japanese War broke out, and in the subsequent World War I  , the Russian army was short of weapons when fighting Germany and asked Japan for support. However, the Japanese took the opportunity to ask Russia to give up its rights and interests on the railway from Changchun to Harbin as a condition.

    In addition, after the October Revolution, Japan took advantage of the Czech Legion incident in the Soviet Union in the autumn of 1918, and invaded the Soviet Union with the United States, Britain, France, Italy and other countries to intervene, which lasted for four years.

    It can be said that Japan has always played this disgraceful clown image in its interactions with the Soviet Union.

    According to this, although the Soviet Union signed a neutrality treaty with Japan, it did not relax its due vigilance in the military. It still maintained the strength and equipment that formed an advantage over the Kwantung Army in the Far East and selected the battlefield.

    Precisely because the Soviet army was well prepared with heavy troops, Japan finally gave up its plan to attack the Soviet Union after weighing many factors.

    In the eyes of the Soviet Union, the existence of the Kwantung Army was definitely a time bomb that could explode at any time.
